CAPT Richard E. Oswald, Jr., MC, USN, FS,
DO, JD, MPH, MBA, 52, of Amissville, died Monday, November
19, 2007, at Warren Memorial Hospital.
A funeral service will be Saturday at
2:00 p.m. at Maddox Funeral Home conducted by Rev. Jack
Keep. Interment will be at Arlington National Cemetery at a
later date. CAPT Oswald was born May 25, 1955, in
Toledo, OH, son of Richard E. Oswald, Sr., and the late
Eunice Jones Oswald.
CAPT Oswald completed undergraduate
and graduate studies in biology and psychology at the
University of Toledo; and medical school at Midwestern
University – Chicago College of Osteopathic Medicine. He
completed an internship at Chicago Osteopathic Hospital in
June of 1984; and, was commissioned the following month. He
reported for duty at the Naval Aerospace Medical Institute;
and, was designated as a Naval Flight Surgeon in 1985. CAPT
Oswald was then assigned to Patrol Squadron One at Barbers
Point, HI, later completing two Southeast Asian deployments.
In 1988, he transferred to the staff of USPACOM, ultimately
standing up Special Operations Command Pacific as their
first Command Surgeon. He returned to N.A.S. Pensacola in
1989 to complete a residency in Aerospace and Preventive
Medicine at NAMI. CAPT Oswald was then assigned as Command
Surgeon at the Naval Postgraduate School, Monterey, CA. In
1993, he transferred to Johnson Space Center, Houston, TX,
where he served as a Senior Flight Surgeon and Mission
Controller for Space Shuttle and International Space Station
Operations. CAPT Oswald reported to 4th Marine Air Wing,
Marine Air Group 42, JRB New Orleans, LA; and, assumed the
duties of Executive Officer in 1994. In 1996, he assumed
command of 1st Battalion, 23rd Marines (Medical). In 1998,
CAPT Oswald reported to the Defense Intelligence Agency
where he was assigned as Director, Central MASINT
Organization WMD Counter proliferation Programs; and, a
senior MASINT Watch Officer for the Chairman, Joint Chiefs
of Staff. Upon completion of his duties at DIA, he was
assigned to the staff of the Assistant Secretary of the Air
Force. While there he functioned as the Director of Advanced
Systems & Technology Advanced Concepts Group R&D Programs at
the National Reconnaissance Office. He was subsequently
assigned to the Chief of Naval Research as a Special
Assistant for Intelligence Community Liaison. CAPT Oswald
was presently serving as the Command Surgeon for USSTRATCOM.
He held a Masters in Business Administration Degree in
International Management from Golden Gate University, and a
Masters in Public Health Degree in Occupational and
Environmental Health Sciences from the University of Hawaii.
He was board certified in Aerospace, Preventive, and
Forensic Medicine as well as Family Practice; and, served as
a professor of Medicine, Surgery, and Public Health Sciences
at several professional schools and universities.
Surviving are his wife Joan Marie
Konesni Oswald; four daughters Stephanie Settle and her
husband LCpl. T.J. Settle, Kimberly Oswald, Katarina Oswald,
and Kelly Oswald all of Amissville; and a granddaughter
Kaitlin Settle.
